Ms. Tracey Phillips, Deputy Director of Recovery, is an emergency management professional with over 20 years of Federal and private sector experience. For the past decade, Tracey served in various senior positions at the Federal Emergency Management Agency (FEMA) where she most recently served as the Senior Advisor to the FEMA Deputy Administrator for Resilience and was responsible for helping oversee the administration of approximately $7 billion in FEMA-appropriated Infrastructure Investment and Jobs (IIJA) dollars supporting community mitigation efforts nationwide.
A proven leader, Tracey has had many roles successfully overseeing diverse teams in both disaster response and steady-state environments, demonstrating her unique talent for managing integrated, complex, and high-profile projects and programs in a results-driven manner. In addition to her expertise in FEMA’s Public Assistance (PA) program, she also has extensive experience developing guidance and providing policy direction on civil emergency and community planning and exercise planning and development.
Earlier in her career, Tracey worked for a multinational infrastructure consulting firm, where she was a principal providing technical and management support services for government and commercial clients worldwide. During this time, she provided global emergency management and risk management consulting services for the following disaster events: Chile Earthquake (2010), Christchurch Earthquake (2011), Brisbane Queensland Floods (2011), and the Fukushima Japan Tsunami and Nuclear Disaster (2011). She also served as a principal leader overseeing AECOM’s engagement on FEMA’s PA Technical Assistance Contract (TAC).
Tracey graduated with a Bachelor of Arts in English and Technical Writing and a Bachelor of Arts in History from Stephen F. Austin State University.
