Joann Shields

Joann Shields has extensive work experience in various government agencies and organizations. Joann currently holds the position of Chief Information Officer and Director General of Digital Transformation at Health Canada | Santé Canada, where they focus on client relationships, service excellence, and driving positive change through continuous improvement.

Prior to this, Joann was the CIO, DG IMIT, and Chief Security Officer at Infrastructure Canada, where they were responsible for delivering information technology and promoting digital mindsets. Joann also served as the Senior Director of Agile Programs in the Digital Transformation Service Sector at Innovation, Science and Economic Development Canada.

Joann has held several director-level roles in Shared Services Canada, including Director of HR & Workplace and Director of Partner Implementation and Integration. Joann also worked as the Director of Enterprise Change at Export Development Canada and as a Senior Advisor in Organizational Effectiveness and Capability Management at Atomic Energy of Canada Limited (AECL) / Canadian Nuclear Laboratories (CNL).

Earlier in their career, Joann served as the Director of the Strategic Change Office at Shared Services Canada and as a Senior Project Manager/Director in the Chief Information Officer (CIO) Branch at the Treasury Board Secretariat.

Joann Shields has a Master of Business Administration (MBA) degree in Information Systems and Organizational Behaviour from Carleton University, obtained from 2000 to 2004. Joann also holds a Bachelor of Commerce (B.Com.) degree in Business Information Systems and Organizational Behaviour from Carleton University, completed from 1988 to 1992. In addition, they have a Computer Programmer Diploma from Algonquin College of Applied Arts and Technology, achieved in 1993 to 1994. Joann also has several certifications, including Prince2, Change Leader Roadmap Navigator, PROSCI ADKAR, General Certification in Learning Styles, Group Styles and Organizational Culture, Registered Change Management Practitioner, COBIT Foundation, and ITIL Foundations.
