Shambra Mulder, PhD, currently serves as a Health Policy Fellow at the U.S. Department of Health and Human Services, collaborating with the Science & Policy Team of the 21st US Surgeon General. Additionally, Shambra is a Robert Wood Johnson Foundation Health Policy Fellow with the National Academy of Medicine. As the owner and licensed psychologist at Abundant Living Psychological and Coaching Services for Children and Adolescents, Shambra provides psychological services and expertise in psychoeducational testing. Previous roles include Deputy Commissioner at the Kentucky Department of Behavioral Health, where policy changes were developed to enhance behavioral health services, and Executive Director of the Office of Ombudsman and Administrative Review for the Commonwealth of Kentucky Cabinet for Health and Family Services. Shambra has also contributed to educational equity as the Education Chair for the Lexington NAACP and has experience as an Assistant Professor at Kentucky State University. Academic credentials include a PhD in Educational Psychology from the University of Kentucky and various certifications related to education and psychology.
