Penny Payne

Penny Payne PhD currently serves as the Dean of Public Safety Services at Hocking College, overseeing a range of programs including Fire, EMS, Criminal Justice, and Nursing, while ensuring compliance with accreditation standards. Previously, Penny held the position of EMS Executive Director at Parastar, where responsibilities included contract negotiation, employee development, and budget management. Penny's extensive experience in emergency services also includes roles as Operations Director at Person County EMS and Senior Paramedic at Durham County Emergency Services. Academically, Penny holds a PhD in Organizational Leadership from Argosy University, a Master’s in Emergency and Disaster Management from American Military University, and a Bachelor’s in Emergency Medical Services from ACPM.
