Kelly Carroll

Kelly Carroll is a seasoned health care regulatory attorney with extensive experience in representing health care providers and trade associations in legal challenges against agency regulations. Currently serving as a Health Care Regulatory Partner at Hooper, Lundy & Bookman, PC since March 2014, Kelly manages litigation related to Medicaid programs and federal fund disallowance. Previously, Kelly held roles at Proskauer Rose LLP and served as a Fellow at the Leadership Council on Legal Diversity. Educational qualifications include a Master of Bioethics from the University of Pennsylvania School of Medicine, a Doctor of Law from Saint Louis University School of Law, and a Bachelor of Arts in Religion from Haverford College.
