Elaine Cole

Elaine Cole currently serves as the Vice President and Chief Human Resources Officer at the Housing Opportunities Commission since June 2023. Previously, Elaine held the position of Director of Human Resources at the International Foundation for Electoral Systems from June 2020 to September 2023. Earlier career highlights include serving as the Director of Human Resources and Learning at The John F. Kennedy Center for the Performing Arts from May 2016 to June 2020, where responsibilities included talent development, EEO compliance, and collective bargaining. Additionally, Elaine was the Director of Human Resources at IQ Solutions from June 2007 to May 2016. Elaine holds a Master's degree in Management with a focus on Human Resources from the University of Maryland Global Campus and a Bachelor's degree in English Language and Literature/French from the University of Sierra Leone.
