Donald Bell

Donald Bell has over 30 years of work experience, starting with their role as a Senior Police Officer at the Pasadena Police Department from 1988 to 2010. During this time, they gained expertise in federal commercial vehicle inspections, hazardous materials transportation, and crash reconstruction.

After leaving the police department, Bell worked as a DOT Compliance & Safety Consultant at Cuff's Safety & Environmental Services from 2010 to 2011. Donald provided support to transportation-industry clients in intrastate and interstate modes of transportation, conducting fleet inspections and drug and alcohol tests.

From 2011 to 2015, Bell served as a DOT Compliance & Fleet Manager at One Source Companies. Donald managed transportation services for bulk liquid, oilfield production water, and hazardous materials, ensuring compliance with commercial driver hiring and vehicle operation standards.

Bell then joined Stallion Oilfield Services as a DOT Compliance & Fleet Manager from 2015 to 2017. Donald led regulatory initiatives and advised on service acquisitions, while also mitigating legal issues and improving the company's on-board recording device provider.

In 2017, Bell worked as a Senior DOT Consultant at Blakeman & Associates, providing support to small business owners in the construction and transportation industries. Donald created a policy template for electronic logging device usage.

From 2018 to 2019, Bell was recruited by USA Debusk as the DOT Compliance & Fleet Manager. Donald revamped the company's DOT compliance program, implemented electronic logging devices, and streamlined vehicle maintenance processes.

Currently, Bell is the Director of DOT Compliance | Mechanical at Hulcher Services, a position they have held since 2019. In this role, they oversee DOT compliance and mechanical operations.

Throughout their career, Bell has demonstrated expertise in DOT compliance, fleet management, and regulatory initiatives, while also saving companies time and money through negotiation methods and cost-cutting measures.

Donald Bell has attended Eastern Kentucky University but their specific dates of attendance, degree, and field of study are unknown. Donald also enrolled at the College of the Mainland where they pursued Continuing Education at the Gulf Coast Safety Institute. In addition to their formal education, Donald Bell has obtained several certifications, including the Smith System Train-the-Trainer Course from Smith System in August 2014, the Bendix Foundation Brake Training from Bendix Commercial Vehicle Systems LLC in August 2013, and the Cargo Tank Specification Packaging Inspector, Hazardous Materials Inspector, and North American Standard Parts A & B certifications from the Federal Motor Carrier Safety Administration in the year 2000.
