Dr. Billy Counts

Dr. Billy Counts, CNHRM, serves as the Vice President and Divisional Director of Government Services at Phoenix - Huntsville Rehabilitation Foundation since April 2020, overseeing the operations of multiple project management and quality control teams, ensuring the successful execution of contracts exceeding $40 million while advancing the agency's mission to support individuals with disabilities. Prior to this role, Dr. Counts held various senior positions within the US Army from 2009 to 2020, including Garrison Command Sergeant Major, where responsibilities encompassed advising commanders on personnel training and development for large organizations, and managing security and police operations. Dr. Counts holds a Doctor of Business Administration in Organizational Leadership and Development from Capella University, a Master of Arts in History from American Military University, and a Bachelor of Arts in History from Columbia College, complemented by an Associate of Applied Science in Applied Technology from Central Texas College.
