Philip Mihlmester

Philip Mihlmester leads all aspects of ICF’s global energy practice. His team is responsible for delivering global energy consulting and implementation services to utilities, government agencies, non-governmental organizations (NGOs), and more.

Phil has over 40 years of experience in the technical and management direction of engagements in the energy, environmental, and quantitative analysis areas.

Prior to joining ICF in 1999, Phil held executive positions at Aspen Systems and Applied Management Sciences.
