Jean Phelps

Jean Phelps has extensive experience in leadership roles within the human services and education sectors, currently serving as the Chief Executive Officer at Incompass Human Services since September 2008, where responsibilities include guiding the organization’s mission and ensuring high-quality support for adults with developmental and intellectual disabilities. Previous positions include Chief Executive Officer at Coastal Educational Collaborative and Executive Director at the same organization, overseeing educational programs for individuals with special needs. Additional roles include Director of Student Services at Shore Educational Collaborative, Adjunct Faculty at Northern Essex Community College, Owner of Phelps Consulting, Vice President at CLASS, Inc., Director of Residential Services at DMR Northeast Region, and Mental Retardation Coordinator at the Dept. of Mental Health. Phelps holds a Master of Social Work from Boston University and a Bachelor of Arts in Psychology from Clark University.
