Bryan Johnson

Bryan Johnson has more than 25 years of experience leading evaluation studies for federal government clients. His experience includes leading national studies for agencies within the U.S. Department of Health and Human Services (HHS), the Department of Agriculture’s Food and Nutrition Service (FNS), the Department of Education (ED), and the Department of Housing and Urban Development, among others. Bryan has decades of experience and specialization in the areas of performance measurement development and monitoring, policy research, evaluation, and financial and cost-benefit assessments. His topic areas of expertise include health services delivery, access to care, health workforce development, health care delivery, health education and training, food and nutrition (including studies of the Supplemental Nutrition Assistance Program and the Special Supplemental Nutrition Program for Women, Infants, and Children), and care for vulnerable and at-risk populations.

Bryan is well established as a premier leader and researcher in the areas of evaluation and policy assessments. He has led numerous national studies, including the Market Factor Assessment and the Case Study Evaluation of Accountable Care Organizations for the Optum Institute; the Evaluation of the Comprehensive Geriatric Program for the Health Resources and Services Administration (HRSA); and the 2012 WIC Participant and Program Characteristics Study for FNS. He recently served as the Officer-in-Charge for the Recovering Warrior Task Force support contract with the Department of Defense, which is assessing the effectiveness of policies and programs to assist and support wounded, ill, and injured members of the Armed Forces. Bryan serves as the Officer-in-Charge for the Defense Advisory Committee on Women in the Services, a federal Advisory Committee assessing matters and policies relating to the recruitment and retention, treatment, employment, integration, and well-being of women in the Armed Forces.

In the area of communications, Bryan led the 5-year Cross-HRSA Communications and Training Tools on Health Information and Technology and Quality Improvements project for HRSA and the Take Time to Care Within the Hispanic Community initiative for the Food and Drug Administration. He also led the development of the Self-Contained Health IT Training Modules project for HRSA.

Bryan is also well known for his work in performance measurement, having led the development of performance monitoring frameworks for government agencies and performance measurement development and assessments for multiple agencies within HHS and ED.

He has extensive experience in both the public and private sector, having held senior-level positions in the Robert Wood Johnson Foundation, HRSA, the Centers for Medicare & Medicaid Services, and the U.S. Senate prior to founding Insight. He holds an M.B.A. from Loyola and a J.D. from the University of Maryland.
