Terry has more than two decades of experience in Medicare and Medicaid program research, policy, and operations. She is a national expert in long-term and post-acute care quality measurement. Her research experience includes a range of data collection activities in healthcare settings (e.g., observations, start and patient interviews), provider recruitment, stakeholder engagement, analysis or post- acute care clinical datasets (e.g., Minimum Data Set MDSJ. Outcome and Assessment Information Set), data quality assessment and validation studies, and direction of database construction activities.
Prior to joining Insight, Terry was vice president of domestic health policy at Abt Associates, where she managed strategic planning. Opportunity capture planning, proposal development, staffing, and contract risk management. She also directed several projects for the Agency for Healthcare Research and Quality and the Centers for Medicare & Medicaid Services. The projects related to MDS data accuracy and verification, development of inpatient hospital measures, development of nursing home quality measures, and quality improvement in nursing homes. Terry holds a bachelor's in nursing from the [University of Vermont and an M.P.H. from the University of Pittsburgh's Graduate School of Public Health.
