Frances Hokkanen

Frances Hokkanen has over 17 years of experience in digital services management and instructional design, currently serving as the IT Digital Services Manager at the Institute for Intergovernmental Research (IIR) since May 2006. In this role, Frances leads the Digital Services Management and Innovation group, ensuring that staff are supported with essential digital tools for delivering high-quality products and services. Previous positions include Senior Digital Services Administrator/Manager, Senior Research Associate/Manager, and Instructional Designer, focusing on virtual learning, program communication, and enhancing online training for law enforcement professionals. Frances holds a Master of Science in Instructional Systems and a Bachelor of Science in Psychology and Business from Florida State University.
