Xingquan (Max) Xie has extensive experience in the legal and aviation sectors, starting as a Director Legal at CAAC in 1998. Xingquan (Max) later worked as an Assistant Legal Officer at The International Civil Aviation Organization before becoming Director General at CAAC. Xie also served as a Senior Lawyer at Beijing Junzejun Law Firm, an Arbitrator at China Maritime Arbitration Commission, and a Panel Arbitrator at Shanghai International Arbitration Center. Xingquan (Max) joined the International Air Transport Association (IATA) as Assistant General Counsel in 2011 and has held various legal roles, including Assistant Director Legal and Regional Vice President. Xie's expertise spans international aviation law, arbitration, and policy development.
Xingquan (Max) Xie began their education in 1988 at Hubei Normal University, where they obtained a Bachelor of Laws in Politics and Law. Xingquan (Max) then pursued a Master of Laws at Northwest University of Political Science and Law from 1992 to 1995. Continuing their academic journey, Xie completed a Doctor of Law at the Graduate School of Chinese Academy of Social Sciences from 1995 to 1998. Furthering their specialization, they received a Diploma of Business Law from Concordia University Montreal in International Business, Trade, and Tax Law from 2008 to 2010. Finally, they obtained a Master of Laws at Singapore Management University in International Business, Trade, and Tax Law from 2014 to 2015. Xie also holds additional certifications as an Attorney at Law, Arbitrator, Mediator, and Senior Economist from various institutions.
