Heath Starr

Heath has spent the last 20 years transforming businesses and federal agencies at scale. He began his career as a federal employee of the Department of Homeland Security, and since then has been responsible for delivering solutions across more than 20 federal agencies.

As the Vice President of Growth Enablement at SAIC and President of Koverse, Heath oversees the development and delivery of leading edge commercial technology solutions that rapidly accelerate mission delivery for our federal customers.

Over the course of his career, he has run portfolios and programs critical to national defense, across health, energy, finance, insurance, and IT. Prior to joining SAIC, Heath was the Director of Civilian Programs at General Dynamics.

Heath is an alumnus of Harvard Business School and holds a Masters in Public Administration and Bachelor of Science from Kansas State University. He has extensive postgraduate studies in organizational performance and product management at Kellogg School of Management, Georgetown University, and George Mason University, and is certified as a PMP, Scrum Master, ITIL, DevOps, and Six Sigma Black Belt.
