Kelly Payne

Kelly Payne has over 30 years of experience in the engineering and water operations fields. At LCRA since August 2006, Kelly Payne has progressed through various roles, culminating in the position of Vice President of Water Operations, while also serving as Asset Manager Principal and Senior Engineer. Prior to LCRA, Kelly Payne held the role of Senior Engineer at Alan Plummer Associates, Inc. from 2004 to 2006 and was part of the management team at HDR from 1992 to 2004, where responsibilities included Project Manager and Graduate Engineer. Educational achievements include a Bachelor’s Degree in Civil Engineering from Texas A&M University and a Master’s Degree in Civil and Environmental Engineering from Cornell University.
