Jennifer Frescaz

Jennifer Frescaz currently serves as the Chief Information Officer for the City of Lubbock as of November 2024. Previously, Jennifer held multiple roles, including Managing Director and Chief Information Officer, at the City of Midland from February 2017 to November 2024, where significant achievements included the initiation of a Cybersecurity Awareness Campaign and the establishment of the first IT Project Management Office. Jennifer's earlier experience at the City of Midland from January 2009 to February 2013 involved serving as Information Systems Manager, overseeing division operations and budget management, and as Project Analyst, focusing on business analysis for technology projects. Jennifer holds a Master of Business Administration from West Texas A&M University and a Bachelor of Arts in Mass Communications, emphasizing Advertising and Public Relations, from the same institution.
