Willow Marr

Willow Marr is M2’s Chief Executive Officer. Since co-founding the firm when she was 28, she has always believed in the need to think differently to design and implement effective Federal organizations. She has over 20 years of expertise studying and designing organizations, governance models, and ways to inspire and motivate the Federal workforce. Her efforts have been instrumental in developing and maturing M2’s service offerings resulting in the firm nearly doubling revenue the last three years.

Prior to joining M2, Willow served as an environmental lawyer and worked at the Department of Energy (DOE) as a Policy Advisor helping to develop the long-term surveillance and maintenance plans for remediated nuclear waste sites. She was instrumental in the design and establishment of DOE’s Office of Legacy Management. She is sought out by clients and industry for her thought leadership and unique ideas on federal transformations, modernizations, and ways to gain efficiencies.
