John Scruggs

John Scruggs is a seasoned management and operations consultant currently serving as a Manager at Matrix Consulting Group since May 2016, where responsibilities include conducting staffing analyses and onsite interviews for police departments across the United States and Canada. Previously, John held the position of Interim Chief at Lower Saucon Township, overseeing a police department serving a community of 12,000 residents. As a Captain at the Portland Police Bureau from March 2011 to May 2016, John commanded the Youth Services Division, providing services to over 80,000 students and faculty. John's earlier roles included multiple lieutenant positions within the Portland Police Bureau, where duties ranged from staff assistance in the Chief’s Office to supervising training and various precinct operations. John holds a Master's degree in Public Administration and a Bachelor of Arts degree in Political Science, both from Portland State University.
