Thomas England has extensive work experience in the field of professional services, particularly in providing services to organizations such as USAID and international donor agencies. Thomas served as the President of ME&A (Mendez England & Associates), a company specializing in public administration, local governance, economic development, business development, training facilitation, communications, and grant management. Prior to that, they held the position of Principal at the National Center for Municipal Development, an affiliate of the U.S. Conference of Mayors and National League of Cities.
Thomas England obtained a Bachelor of Arts degree in Political Science from the State University of New York at Fredonia, where they studied from 1962 to 1966. Following this, they pursued a Master's degree in Public Administration at the University at Albany, SUNY, and completed the program from 1966 to 1967.
