Phil Koktan Pe

Phil Koktan, PE, currently serves as Project Manager for Airport Development at Metropolitan Airports Commission, overseeing capital improvement projects at MSP Airport and associated reliever airports since July 2023. Phil also holds the position of Planning Commissioner for the City of Bloomington, MN, providing advisory support on development proposals and transportation issues until July 2026. Previously, Phil was a Structural Engineer at Meyer Borgman Johnson, focusing on aviation design, and worked at Black & Veatch as a Transmission Line (Structural) Engineer II. Phil's early career includes academic roles at the University of Minnesota Duluth, first as a Graduate Teaching Assistant and later as an Undergraduate Research Assistant, contributing to research on asphalt specifications. Phil holds a Master of Science and a Bachelor of Science in Civil Engineering from the University of Minnesota Duluth.
