Joel Haarstad

Joel Haarstad serves as the Mitigation & Recovery Section Manager at Washington Emergency Management Division since July 2022, following a distinguished career in the US Army. Previously, Joel held various leadership roles including Headquarters Division Manager for the 62nd Medical Brigade, overseeing over 120 personnel and coordinating logistics, human resources, and operations. As Senior Advisor for Clinical Operations, Joel supervised a team focused on enhancing efficiency during the COVID-19 response. Experience also includes managing clinical operations at Keller Army Community Hospital, directing a 12-bed emergency hospital, and leading multiple improvement projects at Womack Army Medical Center. Joel's educational background includes a Bachelor of Science in Business Administration with a focus on Project Management from Liberty University and an Associate's degree from Clackamas Community College.
