Brian Finkelstein

Acting Deputy General Counsel at Millennium Challenge Corporation

Brian Finkelstein serves as Acting Deputy General Counsel at the Millennium Challenge Corporation (MCC). Mr. Finkelstein has served in the Office of the General Counsel as Assistant General Counsel and as Senior International Attorney since joining MCC in 2007. In those positions he advised MCC transaction teams on legal issues relating to development and implementation of MCC compact and threshold programs. He currently advises on issues relating to counter-trafficking in persons, compact closure, country eligibility, and MCC’s selection process.

Prior to joining MCC, Mr. Finkelstein worked in the New York office of White & Case LLP. As an attorney in the Energy, Infrastructure & Project Finance group, he represented U.S. and foreign banks, energy companies, and other large corporate clients in connection with domestic and cross-border project finance transactions. Mr. Finkelstein was an Associate at the New York office of Chadbourne & Parke LLP where he practiced as a member of the firm’s project finance group. He represented U.S. and foreign borrowers and lenders in transactions involving the development, construction, and acquisition of energy and infrastructure projects in developing countries as well as in the U.S.

Mr. Finkelstein received his J.D. from the University of Pennsylvania Law School and his B.A. in History and Political Science from the University of Florida, where he was inducted into Phi Beta Kappa. Mr. Finkelstein is admitted to practice law in New York.
