Courtney, a Senior Vice President at ML Strategies in Washington, DC, has developed and implemented successful government relations strategies for clients in the energy and sustainability industry for more than 20 years. She leverages direct experience drafting legislation, enforcing regulations, and litigating complex court cases to achieve outcomes that advance her clients’ interests and goals.

Courtney’s comprehensive policy experience — combined with keen strategic thinking, an instinct for persuasive advocacy, and her characteristic optimism and drive — makes her a formidable champion for clients ranging from large, multinational companies to start-ups and nonprofit organizations.

Prior to joining ML Strategies, Courtney was a partner with a DC public policy firm, where she helped energy and environmental organizations respond to federal and state challenges. Earlier, as Policy Director of the Ecosystems Program at the Environmental Defense Fund (EDF), Courtney created issue campaigns to advance the organization’s goals. She was the lead lobbyist credited with the passage of the bipartisan RESTORE Act, an important piece of legislation crafted to build ecosystem resilience.

Courtney began her career as a litigation associate at a global law firm. Later, as an attorney at the Department of Interior and a litigator at the Department of Justice, Courtney handled numerous matters pertaining to energy and natural resources.
