From 1978 to 1983, Chandra attended Université libre de Bruxelles, where they earned a Bachelor of Science (BSc) degree in Engineering, specializing in Telecom, Semiconductors, and Physics.

In 1985, Chandra pursued a Master's degree in Computer Science at Università degli Studi di Padova, completing it in 1986.
