‘Chuck’ is the partner-in-charge of the Richmond office and is a member of the firm’s executive committee. He has more than 23 years of health care auditing and consulting experience, including managing, reviewing, and performing cost report and post-payment claims audits of many provider types. He has also provided expert testimony and litigation support services on behalf of state Medicaid programs during administrative appeal processes, and he has consulted with state Medicaid agencies to improve their operational effectiveness.
He currently directs several claims auditing and investigation engagements, including as a subcontractor for two Centers for Medicare & Medicaid Services (CMS) Unified Program Integrity Contract (UPIC) jurisdictions. Prior to UPIC, he served as the audit manager for three CMS Audit Medicaid Integrity Contracts (MIC), as well as directed the firm’s overall MIC effort as a subcontractor. In addition, Chuck oversees Myers and Stauffer’s current contracts with Virginia to perform post-payment claims reviews to ensure provider compliance with policies and recipient eligibility audits to ensure services are only rendered to eligible clients.
Chuck’s other experiences include electronic health records (EHR) incentive payment audits, audits of Medicaid disproportionate share hospital (DSH) programs, hospital and nursing home cost report audits, and he has represented and testified on behalf of states during provider appeals. He also has experience performing compliance audits of government entity self-funded health plan third-party administrators. Chuck is a Certified Public Accountant (CPA), and he is a member of the Virginia Society of Certified Public Accountants, the American Institute of Certified Public Accountants, and the Health Care Compliance Association.
