Betsy Finlay

Elizabeth (Betsy) Finlay currently serves as the Director of Program Delivery at Niyam IT, where responsibilities include project management for the ARC PTS contract and providing expertise in map production and quality assurance within FEMA Zone 1. Prior experience includes managing the Floodplain Mapping Program at the Wisconsin Department of Natural Resources, where Elizabeth directed diverse teams in multi-year flood risk projects and oversaw all phases of the FEMA Risk MAP life cycle. Additional roles include GIS Coordinator at the Wisconsin Historical Society and Environmental Specialist at the Washington State Department of Ecology. Elizabeth holds a Master’s degree in Water Resources Management from the University of Wisconsin-Madison and a Bachelor’s degree in Natural Resources Management from Colorado State University.
