Dr. Samer Fares

Dr. Samer Fares has a range of work experience in the telecommunications industry. Dr. Samer currently serves as the Chief Executive Officer of Ooredoo Palestine starting in 2023. Prior to this, they held the position of Chief Legal and Regulatory Officer at Wataniya Telecom Algérie s.p.a. from 2020 to 2023. From 2012 to 2022, they worked as the Director of Legal and Regulatory Affairs at Ooredoo Group. Before joining Ooredoo, they were the General Counsel at Wataniya Mobile Palestine from 2007 to 2012. Dr. Samer also has experience in academia, having served as the Director of the Institute of Law at Birzeit University from 2006 to 2007.

Dr. Samer Fares holds a Doctor of Philosophy (PhD) degree in International Business, Trade, and Tax Law from Ghent University in Belgium, which they obtained from 2000 to 2003. Prior to that, they completed their Master's degree in Law at Birzeit University in Palestine from 1997 to 1999. Dr. Samer also holds a Bachelor's degree in Law from Amman National University in Jordan, which they earned from 1990 to 1994.
