Randy Frank

Randy Frank, KCEM, MCP, MEP, is a seasoned emergency management professional with extensive experience in disaster response and recovery. Currently serving as an Emergency Manager at The Paradigm Alliance, Inc., Randy provides critical pipeline safety training and emergency management expertise. As a Security Specialist with FEMA DMORT III, Randy contributes to victim identification efforts during large-scale disasters. Previous roles include CEO of an Emergency Management Consulting firm, Liaison Officer for Hurricane Ian debris cleanup, and Emergency Management Director for Marion County and Fayette County. Randy has also held various law enforcement positions prior to entering emergency management, demonstrating a comprehensive understanding of public safety and response strategies. Educational background includes coursework in journalism from Cowley County Community College.
