Stephen Tolbert

As a Director at Partner Forces, Stephen Tolbert supports FEMA accounts as well as various state government initiatives. Stephen’s specialties and focus areas include change management, strategic planning, and process improvement.

Stephen has over a decade of experience leading change management efforts within the public, private, and nonprofit sectors. He has worked with leaders at organizations including Social Security Administration, General Services Administration, Federal Aviation Administration, National Aeronautics and Space Administration, Center for American Progress and POLITICO.

Stephen is a graduate of the University of Maryland. His professional passion is problem solving, from identifying core problems and finding solutions to communicating simply and effectively while driving results.
