Joybelle Phelan

JoyBelle Phelan is a dedicated professional with extensive experience in community corrections and supporting incarcerated individuals through various initiatives. Currently serving as a Community Corrections Board Member for Arapahoe County since March 2024, JoyBelle oversees the acceptance and management of community corrections clients in accordance with state regulations. As a Writer Relations Manager at the Prison Journalism Project since February 2021, responsibilities include managing communication with incarcerated writers and ensuring compliance with operational standards. Additional roles include co-founding and directing Unbound Authors, serving as an Advisory Board Member for the DU Prison Arts Initiative, and previously working as a Re-Entry Specialist at Breakthrough. JoyBelle holds an Associate of Arts and Sciences degree in Cosmetology from Pueblo Community College and a high school diploma from Arvada High School.
