Shannon R. Howell, Ed.S., serves as the District Specialist in the Special Populations Department at DeSoto Independent School District, where responsibilities include liaising with campus-based 504 administrators, co-developing Individualized 504 Plans, monitoring compliance, and providing counseling services to students with Individual Education Plans. With extensive experience in various educational roles, Shannon has previously worked as a Professional School Counselor and SEL Advocate, emphasizing emotional management and positive school culture.
