In Project Services, John leads consulting services to clients such as the National Nuclear Security Administration, the U.S. Department of Energy (DOE), other government consulting companies, and commercial customers. He holds a Bachelor of Science degree in Civil Engineering. His team of project management professionals, technical consultants, and communications experts provide technical support on project and programmatic reviews and analysis, strategic planning and analysis, facility construction and maintenance, Deactivation and Decommissioning (D&D) of large government nuclear facilities, and communications. John's group also leads business process improvement initiatives, new corporate business opportunities, and proposal development efforts.
Prior to joining PEC, John was a senior analyst, program manager, and engineer with DOE, leading numerous project management and high-visibility corporate business process improvement initiatives. Lean Six Sigma black belt trained and on the Environmental Management (EM) Information Systems Review and Improvement Task Force, John successfully championed a number of other projects using state-of-the-art data extraction technologies and corporate enterprise data systems.
Recruited by the Assistant Secretary of EM to help standup and manage the unprecedented $6 billion American Reinvestment and Recovery Act (ARRA) "Stimulus" cleanup program, John led or supported a number of project management activities, including reviewing project baselines and establishing new operations protocols, the ARRA projects portfolio, data reporting systems, and project controls processes/guidance. As EM Project Controls Officer and Acting Director for the Office of Project Management Oversight, he worked extensively with Federal Project Directors to assist with project management certifications and approval of site baseline change requests.
At Energy, John also served as a senior advisor on the Secretary's Task Force on Reuse and Recycling and as a representative on an inter-agency committee on radiation protection and material clearance, facilitating high-level policy discussions with the Under Secretary of Energy and other federal agencies, and developing effective relationships with international experts and industry representatives. After two failed procurements, John was selected to federalize and lead the Secretary's Policy Review on Recycling of Potentially Radioactive Scrap Metal; the highly visible and controversial project was the first-ever development of a Programmatic Environmental Impact Statement attempted using primarily federal staff.
Before moving to Energy, John held several positions as program and project manager with the Department of Army, successfully managing large portfolios. As Deputy Director of the Countermine Development and Engineering Division for the Army's R&D Center at Fort Belvoir, VA, John managed a large multi-disciplinary organization responsible for high-visibility landmine detection and neutralization programs using advanced technologies. Highlights included working with the Navy, Marine Corps, and Israeli Defense Forces on joint programs, fielding systems in Europe, and representing the U.S at Foreign Military Sales conferences in Southeast Asia.
