Kathryn Hartinger, PhD, AICP, currently serves as a Project Manager at Prosper Portland, where responsibilities include managing Tax Increment Finance processes and developing district plans focused on stabilization and inclusive growth in areas such as Cully, East Portland, and 82nd Avenue. Prior experience includes work as a City Planner and Project Manager for the City of Portland Bureau of Planning and Sustainability, contributing to significant projects like the Central City 2035 Plan and the Anti-Displacement Action Plan. Kathryn's earlier roles include Research Assistant at Portland State University, focusing on alternative mobility standards, and Research Director at the Baton Rouge Area Chamber, where involvement included legislative research and serving on Governor Jindal's Transition Team.
