In their most recent position at Q-Free ASA, Bill served as the Executive Vice President of Tolling. Prior to that, they worked at Conduent as the Consultant Relations Director, where they led the transportation consultant relations liaison program.
Bill also held the position of Vice President of Business Development at Serco, where they were responsible for sales and relationship development in the transportation and infrastructure business unit.
Earlier in their career, Bill worked at companies such as J.P. Morgan/Chase, XEROX (ACS State & Local Transportation Solutions), SAIC Security & Transportation Group, Medical Systems Development Corp., Compaq Computer Corp/Hewlett Packard, MFS Transportation, and Digital Equipment Corporation. In these roles, they focused on sales, business development, and new market development in the transportation and technology sectors.

Bill Rapp completed their Bachelor's Degree in Business Management at the University of North Carolina Wilmington from 1974 to 1978. Bill continued their education at East Carolina University - College of Business, where they obtained a Master of Business Administration (M.B.A.) degree specializing in Marketing and Business Management from 1981 to 1983. Additionally, they also hold a Bachelor of Science (BS) degree in Business Administration and Management from the University of North Carolina Wilmington.
