Donya He

Donya is an Innovative Technology & Business Growth Executive and a proactive Leader. Donya has a demonstrated history of providing strategic vision, technology roadmaps and execution plans to organizations. Donya drives for Engineering Excellence, Disruptive Technology Innovation providing Mission-Critical Solutions to the DoD, US Intelligent community, aerospace, and commercial customers. With transformational leadership, she has led Digital transformation, Business Growth, Customer Engagement, Strategic Planning, and full life cycle management of portfolios. Donya has provided technical leadership, to include directing all engineering design and development activities, in providing a broad range of enterprise level multi-function, multi-mission ISR solutions covering 6 domains from Space to undersea. Solution space includes, space avionics & payloads, special mission aircraft, airborne ISRs, full-spectrum sea-based solutions, war fighter mission integration, next-generation SIGINT, intelligence solutions, electronic warfare, cyber, special mission command & control, modelling & simulation, and life cycle support. Donya is regarded as a thought leader by the industry. She has been a keynote speaker at the DOD annual conference. Co-authored a book on “Cognitive Radio”, Special invited Panel Speaker at the DOD annual Spectrum Summits, DARPA brainstorm sessions, AOC speaker, DISA, AFRL and ONR special sessions, technical panel and session chair at MILCOM. She also serves on the Board of Directors for the AOC Capitol Club where she connects the SIGINT/EW/Cyber community from DOD, IC, Capitol Hill decision makers to the industry and academia. Donya holds patents and she is the technical authority in developing world class ISR/SIGINT/EW/Cyber security solutions, multi-function mission solutions, SATCOM, space programs, UAS, ECM (Electronic Countermeasure), ECCM (Electronic Counter-Countermeasures), multi-function phased array radar systems, Cognitive radio, LPI/LPD waveforms and high-performance RF surveillance systems in supporting national security missions. Prior to joining QinetiQ Inc., Ms. He held the following roles, Senior Vice President of Engineering, Vice President Engineering & Technologies, Senior Technical Director and Senior Director of engineering positions at L3Harris Technologies, L3 Technologies, Curtiss Wright, DRS Technologies, BAE Systems, Hughes and TRW/NGC. Donya holds BSEE, MSEE, Whiting School of Engineering, John Hopkins University and MBA from Carey School of Business, John Hopkins University.
