Carmen Best's work experience begins in 1997 when they served as a Peace Corps volunteer until 2000. In 2001, they worked as an Assistant to the Minority Leader in the North Dakota House of Representatives. From 2002 to 2004, they were a Graduate Student and Research Assistant at UW-Madison and PA Consulting Group, focusing on energy analysis and policy. Carmen then joined TecMarket Works as an Energy Efficiency Analyst from 2004 to 2009. Carmen's next role was at the California Public Utilities Commission, where they served as a Senior Regulatory Analyst from 2009 to 2011 and then as a Supervisor for Energy Efficiency Commercial Programs and Evaluation from 2011 to 2017. In 2017, they became an Independent Energy Advisor, providing support for various energy efficiency projects. Currently, Carmen is working at Recurve as the VP of Policy & Emerging Markets since January 2018 and will soon transition to the role of Chief Policy Officer in February 2023.
Carmen Best earned a Bachelor of Science degree in Environmental Geology from the University of North Dakota in 1997. Carmen then pursued a Master of Science degree in Land Resources from the University of Wisconsin-Madison, which they completed in 2004.
