Rachel Tolber

Rachel Tolber has held multiple roles within the Redlands Police Department, starting as Sergeant, Professional Standards in March 2011 and eventually becoming Chief of Police in June 2023. Rachel also had a position as a founding member and Treasurer of the American Society of Evidence-Based Policing since June 2015. In addition, they served in the role of LEADS at NIJ from an unspecified date in 2016 until June 2019.

Rachel Tolber received their Bachelor's degree in Psychology and Sociology from the University of Redlands from 1994 to 1998. Rachel then pursued a Master's degree in Criminology, Law and Society at UC Irvine from 2004 to 2006. Finally, they attended the University of Cambridge from 2009 to 2011, where they completed the Police Executive Program and earned a Master of Studies (Mst) degree.
