Timothy's early career includes their role as the Human Resources Division Administrative Manager and Section Director at the Texas Department of Transportation from October 1992 to May 1999. Timothy was responsible for managing HR initiatives, policies, and strategies for multiple division and district offices throughout Texas, including budget coordination and standard guideline setting.

Timothy Cook holds a Master's of Business Administration (MBA) in Business Management and Marketing from the University of St. Thomas (TX). In addition, they completed an advanced program in Spanish at ESADE (Escuela Superior de Administracion y Direccion de Empresas). Timothy has obtained several certifications, including the Certified Benefits Professional (CBP), Certified Compensation Professional (CCP), Global Remuneration Professional (GRP), SHRM-Senior Certified Professional (SHRM-SCP), and Senior Professional in Human Resources (SPHR).
