Caroline O'Neill

Caroline O'Neill has extensive experience in the arts and culture sector, currently serving as the Head of Arts, Culture and Library Services at Rhondda Cynon Taf County Borough Council since October 2006. In previous roles, Caroline led the Council’s Arts Service as Strategic Arts & Culture Manager and managed the ArtsConnect team as Arts & Creative Industries Development Manager, collaborating across several local authorities. Prior to this, Caroline served as the Regional Co-ordinator for Arts Development UK and held various roles in education and community outreach. Caroline holds a Master’s Degree in Public Service Management from the University of South Wales and a Bachelor of Arts in English Literature from the University of Wales, Cardiff.
