Stuart A. Cherry is a partner in the firm’s Complex Civil and Commercial Litigation group with a broad-based commercial litigation practice.
Prior to joining the firm, Stu served as Deputy Legal Counsel to Maryland Governor Larry Hogan from May 2017 to September 2019, serving as part of the Governor’s in-house legal team. In that capacity, he advised the Governor and members of his Administration on constitutional issues, executive authority, regulatory matters, procurements, ethics, clemency and paroles, and significant litigation. He served as the Public Information Act Officer for the Office of Governor, coordinating the Administration’s responses to document requests from media and other requesters. He also helped draft executive orders and advised on appointment issues, including judicial appointments. In this role, he learned a significant amount about how state government works, and is now in a position to put that knowledge to work for his clients.
Prior to joining the Hogan Administration, Stu worked for twelve years in the private sector as a litigator, including three years in the Towson office of Venable LLP and more than seven years with Rosenberg Martin Greenberg, LLP in Baltimore. In his private practice, he represented clients in federal and state courts all over Maryland, where he conducted trial work, argued significant motions, and presented before the Maryland Court of Special Appeals. His clients come from a broad variety of sectors, including large retailers, commercial lenders, landlords, businesses of all shapes and sizes, insurance companies, and individuals. He has practiced in many fields, including complicated business litigation, real estate matters, creditor’s rights, intellectual property, bankruptcy, professional malpractice, estates and trusts, and personal injury. He has also successfully represented clients in the Maryland cannabis industry in litigation matters.

While in law school, Stu participated in Moot Court where he served in its leadership. He also was a Notes Editor for the Cornell International Law Journal. In college, he served in various leadership roles in the Emory Student Government Association and won the prestigious Rabun Prize, the University’s highest award for the study of American History.
Stu is currently a member of the Maryland State Bar Association, the Baltimore County Bar Association, and the Simon E. Sobeloff Law Society. He was appointed in March 2022 by Governor Hogan to serve on the Board of Trustees of the Residential Boarding Education Programs, which governs the SEED School of Maryland. Stu previously served as a member of the board of the Maryland Lawyers Campaign Against Hunger and the Star-Spangled Banner Flag House, a museum dedicated to the memory of Mary Pickersgill, the maker of the flag that inspired Francis Scott Key’s famous poem that later became our national anthem. In 2018, he served in a leadership role in the campaign to elect the Baltimore County Sitting Judges.
