Frank Owens

Frank Owens is a Chief Inspector at the Royal Cayman Islands Police Service, with experience in various roles within the organization since 2008. Frank is responsible for implementing strategic objectives within various departments and has a strong background in developing operational plans, managing budgets, and building partnerships with other agencies. Additionally, Frank has experience in response policing and has demonstrated leadership in ensuring compliance with policies and procedures. Prior to joining RCIPS, Frank served as a Police Officer at Merseyside Police for 15 years.
