Norma Frank

Norma Frank is an experienced Information Technology professional currently serving as the Information Technology Application Services Manager at the San Diego City Employees' Retirement System since April 2023. As the founder of a consulting firm established in 2009, Norma has focused on helping businesses enhance their digital presence through website audits and development of standard operating procedures. Previously, Norma held the position of Senior Webmaster and Web Management and Social Media Lead at the City of Chula Vista from December 2005 to November 2023, where responsibilities included managing city websites and applications for over a million annual visitors, emphasizing user-centered design and accessibility. From 1998 to 2003, Norma was a Programmer Analyst at Qualcomm/Ericsson, where contributions included developing applications and maintaining intranet sites. Norma holds a Bachelor of Science degree in Management Information Systems from CETYS Universidad.
