Colin Chinn has a diverse and extensive work experience in various roles within the military and intelligence communities. Colin began their career in 1996 as a Cryptologic Warfare Officer in the US Navy, where they served until 2023. During their time in the Navy, they held leadership positions and was responsible for developing and maintaining SIGINT and cyberspace policies and plans. Colin also led teams and managed resources for operational planning efforts.

In 2019, Colin joined the National Security Agency as the Deputy Chief of the Office of Eurasia and Western Hemisphere. In this role, they led a globally dispersed SIGINT analysis and production mission to support national decision makers and military commanders.

Prior to that, Colin served as the Assistant Chief of Staff for Plans & Policy and Chief of Future Plans at U.S. Fleet Cyber Command. Colin was responsible for developing and maintaining the Navy's SIGINT and cyberspace policies, plans, and policy. Colin also led planning efforts at the component level for U.S. Cyber Command.

Colin's work experience also includes roles in the Navy Information Operations Command, where they led teams delivering cryptologic and defensive cyberspace capabilities and outcomes to military customers worldwide. Colin also worked at the Office of the Chief of Naval Operations, where they integrated cyber resource and capability requirements into Navy and Joint defense strategies and plans.

Colin Chinn earned a Bachelor of Arts (BA) degree in Political Science from The Citadel in the years 1992 to 1996. In 2011 to 2012, they obtained a Master of Science (MS) degree with Distinction in National Security and Strategic Studies from the U.S. Naval War College. Additionally, in 2017 to 2018, Colin was a Fellow at the Massachusetts Institute of Technology, where they focused on Seminar XXI - International Relations and National Security Studies.
