David Morgan

David Morgan is a seasoned professional with extensive experience in hydrometry and procurement management. Currently serving as Senior Manager of Hydrometry at the Scottish Environment Protection Agency since May 2019, David leads the Hydrometry Service within the Hydrology and Flooding Function. Prior roles include Sustainable Procurement Manager at SEPA, where David was responsible for managing the procurement function and developing sustainable practices. At Cornwall Council, David held various leadership positions including Team Leader for Contract and Supplier Relationship Management and improved Contract Management initiatives. David’s achievements in the SW Leadership Challenge 2017 highlight strong presentation and leadership skills. Educational qualifications include CIPS certifications and a Master’s degree in Climate Change and Risk Management from the University of Exeter.
