Gregory Ensell

Gregory Ensell, MBA, serves as the Chief Financial Officer and Senior Policy Advisor for the Arizona Secretary of State since December 2022, leading a 150-person agency in strategic planning and budget implementation. As the owner of Culver Street Strategy since July 2021, Ensell provides strategic public affairs and government relations consulting. Previously, Ensell held the position of Vice President of Government Relations at the Arizona Hospital and Healthcare Association, where significant lobbying efforts resulted in substantial financial gains for hospitals. A former Manager of Government and Public Affairs at Cox Communications, Ensell successfully advanced public policy goals and enhanced political engagement. Early career roles include Policy Advisor for the Arizona State Senate and Campaign Manager for No On Proposition 200, demonstrating a strong background in legislative advocacy and campaign strategy. Ensell holds an MBA from the W. P. Carey School of Business at Arizona State University and a BS in Economics and Political Science from the same institution.
