Heather Pickney Conigliaro

As Chief Strategy Officer, Heather Conigliaro is responsible for all aspects of SkyePoint Decisions’ client-focused contract delivery execution, the field workforce capability development, organic growth, and the program management office (PMO).

She brings nearly 20 years of experience in the federal sector that includes business management, contract administration, customer, and project management.

Prior to joining SkyePoint Decisions, Heather was a Project Manager at CACI where she led a team of IT professionals at the Library of Congress. She was responsible for managing all internal operational processes, as well as customer and subcontractor relationships. While at CACI, Heather provided Project Management support for government program managers within TSA for all acquisition and financial functions for the PMO in the Systems Innovation Division.

Prior to CACI, Heather worked at Northrop Grumman as the Business Manager for the IDIQ Program Management Office. While at Northrop Grumman, she also worked on several large programs providing financial analysis and proposal support for multiple agencies including the Department of Defense and the Department of the Treasury.
