Hubert “Royce” Harrell

Hubert “Royce” Harrell is an experienced construction professional with a robust background in project management and estimating. Currently serving as a Preconstruction Project Manager at Southway Builders, Inc. since January 2020, Royce previously held roles including Project Manager at Harrell Spitzer LLC, Senior Estimator at Michels Corporation, and Senior Project Manager at URS (AECOM). Additional experience includes leadership positions at CH2M HILL Russia and ASRC Energy Services, LLC, as well as a long tenure at CH2M HILL / VECO managing the Estimating/Proposal Department.
