Bill Winfrey

Bill Winfrey serves as the Vice President of Policy & Strategic Initiatives at St. Louis Integrated Health Network since May 2024, following a tenure as Director at ATI Advisory from July 2022 to April 2024. Winfrey has experience as an Adjunct Instructor at Saint Louis University and held various roles at the Centers for Medicare & Medicaid Services (CMS) from 2015 to 2022, including Social Science Research Analyst and Acting Deputy Director of Health Innovation and Integration. At CMS, Winfrey led teams on key health initiatives and served as SDOH Team Lead, focusing on social determinants of health. Winfrey also contributed to the U.S. Department of Health and Human Services and the Office of Management and Budget during detailed rotations. Educational credentials include a Master of Public Policy from the Trachtenberg School at George Washington University and an Honors B.A. in Political Science/International Studies from Saint Louis University.
