Frances Rubio Rourke

Frances Rubio Rourke has extensive experience in civil engineering and project management, currently serving as Engineering Director at STONE Environmental Engineering & Science since September 2022. Previous roles include Vice-Chair of the City Planning Commission for the City of Grandview Heights from October 2013 to April 2024, and Senior Project Manager at OHM Advisors from August 2014 to August 2022. Frances has also held the position of Section Manager - Ohio at CHA, Inc. for one year, and Senior Project Manager at RW Armstrong for nearly five years. Earlier in the career, Frances worked as Roadway Engineering Manager at WD Partners and as Project Engineer at RD Zande. Frances earned a Bachelor of Science in Civil Engineering from The Ohio State University, where studies took place from 1988 to 1993.
